where to buy a VPS?!?

I am just looking a vps linux for cpanel/whm and such
I am not spending more than $20/month for an offshore vps
And I want something that the ToS is not that strict on etc.

Is the $20 budget including the cPanel license? If so that will only leave you $5 for the VPS as VPS cPanel licenses cost $15/month.
Do you have any specific resource requirements: ram, hard drive space, bandwidth, ect?

and just enough to run cpanel / whm
and the ToS not being so hard on everything.
Just post what is allowed and what is not.
