i'm using it.
I never withdraw but I stumble across some sites.
You have option to use credit card for ATM machines but u must validate yourself with passport or something.
You can use exchange websites, look for them in webmoney's websites. These are legit companies wich will give you for exchange, you will have to check TOS.
There's marketplace on Liberty reserve website, but here you deal with people and they can exchange to paypal or whatever.

Like Mutikasa said, get a debit card. But it takes a while till you get it. It took 1 1/2 Month for me. But i got mine from a russian so...
