belive and i could be wrong.. they are using the tab mod with custom code and custom pictures
I would recommend upgrading your forum from 3.6 to at least the most stable version of 4.x.x.
As far as what the modification is called. Try searching the following on google: "Like post vbulletin modification". Or search "Thanked posts modification". You can use the thanked mod and easily change the image to say "like" and every reference of thanks to "liked", etc.

^He's talking about the tabs mate.
It's nothing major, simple drop down menu with huge images for the parent forums. You can easily make them if you have basic knowledge of HTML/CSS/JS.
JS isn't needed, but it's what gives you that sliding effect. .slideDown(speed) and .slideTop(speed). Read a few tutorials out there and have a go at it.
