VPS Upload Speed Problem

Hello
Since yesterday i have upload speed problem with my vps. i tried many site and the max upload speed i get is 1mb. i tried ftp and webupload. i got this speed test today

i sent a ticket to support but they weren't helpful and just said i use to much resource. my resource usage now is CPU Usage: 164 MHz Ram Usage: 368 MB of 4096 MB.

i tried different sites. the highest i get was 1mb.
