Top Rated Coders and Designers section?

Can there be a section where you can see a list of top rated coders and designers? A place where users can rate them and give feedback and a place for the coders can take test in Python, PHP, C etc... So we can see their scores when we decide on hiring a Coder.

Cool kinda like a freelancer for Wjunction. This feature can attract more webmasters and developers. Maybe even a escrow service where Wjunction can take a certain % of each project.

Implementation would be best served as a 'Marketplace' module rather than an additional forum.

It may be tricky too, as design (and some development) can be subjective. Who is giving the ratings? How is cost taken into an account ($5/hr designer compared to a $100/hr designer)?

I dont see how this can be implemented without a lot of management and abuse.. Why not link to a freelancer.com profile, the feedback there works and the 5$ certificates give a good indication to the persons commitment/skill.

Im sure there is some freelancer hook for vbulletin that can display rate, skills etc under the avatar...
