Well that depends on what you are going to do.
If you are just going to upload porn films for your end user to download and knock on out over then no as your already breaking copyright law...
Infact this is quite a dull question now im thinking about it..
NO you dont need a license is the quick answer

:P. if you want to start a porn site,
you only need registration if-
1> you will create/shoot the clips or help in it.
2>you have tie up with some porn house who shoots/creates porn clips.
If the answer is no (which we all know), than you dont need any registration.
And further more, you might get in trouble if you upload copyrighted items,so use dns masks and offshore hosting.

You need a license if you're producing the porn videos, which obviously is a NO.
You will certainly get into trouble if you host(have a server) in your own hometown/ country which strongly condemns sharing of files, which is termed as piracy.
so, buy a offshore host(search for this on google) and get started with the biz. And if you're still a noob even after reading this. start a new thread in general discussion on how to start a new porn blog and search for some threads related to this topic.

well at first, no any requirement of license bla bla, because you mentioned that you will be download stuff & upload it to your site, so thr would be no such like legal issues, but the way of providing porn stuff is probably against DMCA (Digital Media Copyright Acts).
during thinking ov uploading porn stuff keep DMCA rules in your mind....
if you dont know what is DMCA thn just google it

they answered your question multiple times already and you still dont get it, how come you can even run a site?
You should start by buying at least 50 clips, buying hosting from amerinoc or modjohost, hire a designer to make your site and tour pages. Choose a billing system and promote your site.
It really depends on the country you are hosted in if you need a license.
If you are planning on making it a business and paying taxes you will need a business license in most countries.
Even if you are downloading from a paid site check the rules about reposting the downloaded material.
Best choice is make your own videos at home with friends and post them. Then there would be no chance of copyright infringement.
Second best would be to allow members to post and hope they are not from other sites that have copyright laws.
Always remember take down any videos that are deemed infringed upon if provided proper documentation of the ownership of the video.
