I believe u are using Direct Admin
It actually happens when the ip u are using is not added in the httpd config

Fix .. restart server u will be fine

Looks to me like your IP records for the server are foobar. If you are running this yourself you need to get with your host and find out if he changed available IP addresses on you. I have had that happen to many people who were using VPS servers.
 
That text is the default text on a DirectAdmin installation server.
And it's actually an html file in the default http directory on the server.

If you're not running this server yourself, your host has messed something up with either..
A) Apache
B) VirtualHosts
C) DNS

I guess they'll get round to fixing it soon.
