Hey ,
I want to withdraw some money from paypal.. to bank account ... so i will pay fee 1 eur (bcs is less than 100eur) .
but
can i send to example my sister's bank account? ( in same country as me) i will write her bank account info etc.
so?

Yes you can lol. Just add a new Bank account.

well will be that her surname don't match being a big problem?

well, a married sister will have a different name. You will need to verify the account. paypal will send you 2 payments into the said bank-account, of which you have to verify the random amounts.
