Im from Panama, but never rent a offshore host or something for warez, not cuz is bad, just because I didnt have the chance.

Panama does have some good policy's and laws. But their infrastructure is not that good.

Russia seems okay for NOW. But then again their network is crap too.

Malaysia, wouldn't start there. My home connection is even better.

Romania does have a good network, but I don't really know their laws. It seems a lot of complaint sensitive websites are hosted there.

My vote goes to Ukraine, normally cheap. Almost always 100Mbit connections on servers. Good laws, but they do NOT allow any kind of porn.
