Absolutly possible.
Let me drop a short explanation about the rates:
During the past months USD currency got very strong compared to other currency’s.
This resulting in a constant decrease of adrates in USD currency.
Basically when you change money in your local currency, the lower rates arent affecting you, as you get more money for lesser USD.

Let me make an example: on August 23th, 1 USD = 0.88 Euros, so 20 USD (that is 10k views/download) = 17.6 Euros
Today 1 USD = 0.96 Euros, so 15 USD (that is 10k views/download) = 14.4 Euros

Something is wrong...

Its a progress which is longer then 4 months.
Over the whole year 2016 we saw a decrease an adrates. I tryed to keep it stable as long as possible.
The first aim is to keep openload is stable as it is, thats why we now needed to act.
Again we cannot change the situation of the advertising market and trying new offers daily.
