i just came across a webhosting site http://www.hostblast.net/..

it offers unusually cheap hosting stating at just 0.5 dollar per month...

what do u guys suggest..is it safe...i am planning to start my first website ...so i need all your advices..

You charge people for a whole year. And if you give only 1Gb of space you can stuff a lot of customers on your server or VPS.

We all have seen hosts on WJ who offer a lot for a couple of bucks. Where are they now?

if i register today in hostblast and add something in site and take a backup ,, will i be able to restore the backup in someother webhost if hostblast shuts down???

yes you can restore your back up to other host. They claim to be around for about 10 years already so i am sure they do not simply shuts down. you can always check their domain at http://www.alexa.com/siteinfo/hostblast.net#

Unless you are hosting a forum with 1000 user or something you might try other host but for your personal blog it should be just fine.
