You could get a decent "premium" theme built by a respected website as such... like themeforest or woothemes (just a couple I found quickly found with Google), and they will be within your budget.
Other than that, you could probably obtain a FREE theme that looks like your example, and then add a SEO plugin which will sort out all your seo needs.
