Ok so I have a site KickAssPastes - Fast and Free PasteBin Alternative it's basically like pastebin but the goal is to have zero censorship. Basically we do not remove anything unless if it's child pornography or terrorism.

My current host is kicking us out in 12 hours if we do not remove a paste.

The site gets a lot of removal requests.

Usually they just email me directly through the contact button but I guess they went to the host this time so now the host is kicking us out if the paste isn't removed.

I'm looking for someone willing to host the site.

My budget is pretty low I'm looking for shared hosting probably. Something like this:

LOL, Hostwinds used to be a Blackhat/Spam hosting company but now they are moving out of their starting segment, offering high priced services and pushing out their old customers.

You shouldn't leave your host/IP shown like that, use Cloudflare to hide it and add a "removal request" form on your site, that way, you no one will contact your host directly in the future.
 
Every host responds to dmca if they receive DMCA abuse report. You can not find any host who totally ignores dmca. Hosting providers always responds to dmca of the country where datacenter is located.
 
You may want to look into some "offshore" hosting companies. They'll let you get away with a lot more, but you may see an increase in latency. Where is your target audience?

Based on the number of positive reviews from users who have been with them for a long time, can say that you can rely on them.
 
Well, everything depends on your budget. True bulletproof companies ( offshore doesn't mean bulletproof, or DMCA free zone ) taking a risk to host such websites. The risk always cost money, big money. Like a drug sellers - they do illegal things for big money. It is not the same? Believe in me, it is the same. I can see only 2 ways how you can work: Stop ignore removal requests, because you simply can't afford that with your budget ( the risk is higher than a provider's profit ), increase your budget and go with serious provider.

I see lot's of providers announces, that they are offshore, but believe in me, it is just a marketing trick :)
 
Are you using knownsrv? I have a dedicated server with them and they are DMCA ignored. I get DMCA takedowns through a contact button on my site - if they've gone to my host they haven't notified me about it. Use cloudflare bro.
 
As other stated just go to an offshore host, setup cloudflare to serve static page and such issue won't ever happens.

I would prefer Cloudways you could host on Digital Ocean or Vultr there. You latency and site speed will surely increase. Plus they have really good support.
