I am starting a new service wherein I am going to sell web traffic/visitors, facebook likes/friends, etc. via Paypal, so is this sort of business model legal, or will it result in my paypal being limited?
As long as you don't get too many complaints it shouldn't be a problem.
The PayPal TOS is very restrictive, they can basically disable your account at any time when you fart. But PayPal is easy to accept so most people tolerate their shit.
