why not just make some with proxies?
if they are unverified, you kind of cant send / receive money lol.

If it is a new account, there is $500 sending limit.

And for proxy sites, their IP address is of US. And i want an account made using Indian IP add.

well if your testing purpose is using them with eBay GC's then be cautious already. If you use paypal from other IP there is big chance of it getting limited. And for your kind information proxies are available for each city of each country. The ones used today are socks5 proxies. The only thing I found why you need old paypal is that it might have cooled down by now(i.e. doesnt look suspicious as newly created). But using them from other IP wont serve the purpose
