if dedicated you won't find such thing for that low budget. if VPS then I guess you will find a provider who can suite your needs browsing VPS forum offers.

You should easily find something in that range, check out OVH or a reseller who offers management

One of the worst companies i ever used. I have to say it for sure coz dont want any other fellas get scammed by those bunch of noobs. Stupid support and damn servers. wasted my $$ with that. i dont care abt the lose of $ but dont want anybody else to get scammed.
