Before calling a scammer you should think about whom you are calling a scammer. DDownload always pays for everyone and I have been with download since 1 year & I also faced same issue but after opening ticket issue was resolved & payment arrived in my account.
Then offer better content - and the sales will come. Sales always increase disproportionately to the work invested.

However, this is actually a positive outcome, as we have successfully eliminated the 'bad' traffic, including the bots that were previously a constant issue, thanks to our new filtering mechanisms.
And if you check all other filehosting services, you will notice a traffic drop from 30 - 50% on each of them
