I don't think paypal will limit a account to donate money to anyone. Because the donate button didn't has the notification link back respond to paypal. That's why paypal close your dispute if you donate money to anyone.

After eBay gets in - Paypal limiting to Ip change, File Sharing people, Random money distributors, multiple accounts, too much dispute and fake recharge.

They simply trace the referrer.
