im looking for someone to design me a Custom CMS
i have developed the site template, now all i need is for someone to develope the back end for me,
i have a budget of around $600 but for that kind of money i want something really special!
the site is an image rating site and needs the following features.
members login,
upload (guest + member)
comments on photos
Like / Dislike Photos or Rating system
