I want try offshore host for movie and live streaming sites. which is the best offshore host ? can anyone recommend ?

this is subjective, so i would suggest http://www.webcare360.com/ out of my experience. been using one of their Ded servers for the past 4months and i haven't contacted their Tech support for 4months as well XD. service is flawless ! they Provide Rus, Neth, RO, Egypt servers.

No point in asking anyone what the best host is in this manor as nearly everyone on this forum has some sort of relation with people who own hosting companies so they will be a bit biased and recommend their friends, I'd recommend going through the shared hosting forum and looking at the feedback users have given and once you've found the host you want, Google them to make sure they have no bad rep anywhere else. Hope this helps :)
 
Its better you go through share hosting offer and sort out some according to your needs and budget. You can choose one from the sorted list.
 
Right now i'd say privatelayer (check chvps.com, discounts available @ lowendbox.com) is the best, netelligent is good but expensive.

Ecatel in NL is good DC too.

Added after 1 Day 15 Hours:

stay away from altuhost, they steal your money and your paypal acc will clasified like fraud, after 10 tickets email also,
These thieves did not return money that I paid for the domain and Hosting
