I think I see. So is what going on basically that the IP counts represent all the people who have clicked the link to the download page, and the difference between the IP counts and the download counts represents the people who have been unable to download the file. Am I understanding it correctly?

New downloads are now being counted, but it looks like any downloads that happened during the transitional period won't be added.

New downloads aren't being counted. I did a test download of a file that I haven't given anyone a link to, so if it finally gets counted after a while, I'll report back that RG have tended to the old downloads. If not, I'll be very disappointed.
