It´s not just the license, since Linux is most of the time OpenVZ which can be oversold.Windows VPS are based on Xen, which hosts can´t oversell the resources. So they gotta ask more money to earn something from it.
I think that the windows license isn´t the problem, because is the client who pays for it.
The main problem is that windows is more resource expensive than linux and need powerfull expects to run.
Most hosts here if smart use pirated windows server.. Only big hosts use paid license..
Also the ones with strict datacenters...
Either way the license isnt the reason. Linux can be run with low end hardware since it has very low requirements. As for windows it has higher requirements due to all the software running up the memory and cpu.
