Is it Wordpress or just HTML5 code without cms?

It's not Wordpress that's for sure.

Probably a custom HTML theme ported for their custom CMS.

Um the fact that this is not a really a heavy styling based theme I dont see how you cannot edit a current WP theme to make it look similiar. If you take a look at their site is really a Black navigation bar and the rest are tables with a light blue header.

Still looks nice and clean tho.

Definitely not some dumpy wordpress site, its a custom script.
