Would it be a good idea to give rewards for users on a website?
Thinking of giving a certain % of CPM to visitors in "competitions" to make them recruit more members and to be active. And to have referral that also can give CPM to them.

Yes, its always a good decision to give something back to the community, it will help you bring more visitors and improve overall relationship with the members.

It also gives impression that you do acknowledge their support and help.
