Do script redirects count as a back link?

Example: http://somesite.com/red.php?c=yoursite.com

Does it count as a back link if it goes through a url anonymizer or url shortner?

Example: http://somesite.com -> anonymizer -> http://yoursite.com

Got my answer. If its a permanent redirect, google passes on the juice, if its temporary its stuck on the median url
