Notice Permission

Ok i have a notice on my forum, Its an image that when you click it directs you to a thread

The code

So my problem is when i member clicks it they dont get directed to the link they just get an error

You do not have permission to make threads, post reply etc to do so you have to follow the activation link that has been sent to your email address.
