Any way of making a page like this for vbulletin

I want users to see this before they enter the site.
When someone visits the site I want that to be the first thing they see. That panel.

Doesn't it have a way to make the forum private? Why not just add that login instead of the page they show when the user isn't logged in.

I want that to be the first thing they see. Then when they log-in it'll redirect to the forums

Btw this is an example from Softalicious Loaded 7's in cPanel.

To have your site only show the login like the image. You need to edit the guest/not logged in user permissions (you will see when editing) i.e can view posts, can reply etc.
