I got a payment from one of my client

it has this text - Please keep this number for future reference, as your customer doesn't have a PayPal Transaction ID for this payment.

so this means the User paid without having a account at Paypal ?

No, it means that transaction ID for the seller and Transaction ID for the buyer are different.
It's advised to keep yours in case you need it.
