DLE templates are quite easy to be implemented actually.
Obviously you start with a HTML/CSS theme and then simply implement PHP functions (of DLE) in that HTML/CSS template. Optimize it a bit, edit thing here and there and there you go.
Now, if you don't know HTML/CSS you're going to have a bad time because you won't understand anything of what I just said :P
