I just searched the forums to see how I could get a webmasters rank. It said that you need to pm and admin and have a good site. I PMed an admin and I am not sure whether my site is good or bad. No replies so far. So I just thought of posting a topic.
If i recall correctly your site must be ranked 4 stars on katz (may be wrong on that part) then pm an admin with site link/profile to prove your an admin.
