Yes as per the New policy
Add a bank account and add a credit / debit card
You can receive payments in your paypal which u can withdraw in the bank account added. Comes in 7 days usually
To buy stuff , u r charged on ur card. No extra Fees
 
There is nothing thing like debit card u can add in your paypal..Even tough I tried attaching my internationl debit card it failed..Adding credit card is your last option else create a new paypal id with different country other than india and then verify it using VCC and use it is also your option

lol too risky! You might get your account limited + They wont restore it back no matter how much you request -_-

BTW, go for alertpay if you want to buy stuff. **** RBI and their filthy rules X-(
 
Adding CC is the best option as i stated
plus add a bank account to withdraw
Well its actually a prob for those indian kids who are below 18 and are afraid of using dad`s CC and accounts
 
Now a days they sucks.
They need PAN (Permenent Account Number) Card to be attached while registration which is Issues by Govt.

I can attach everything else PAN Card so I`m gonna find alternative.
