buddy if you cant install it, dont ask someone for help ro to do it for you, use initiative, google around or tel us exactly what the error is

No it doesnt,

To edit the config.php file, you will need to open the file in a text editor such as Windows® WordPad. (Note that we do not recommend that you use Windows® Notepad to edit config.php, as Notepad has problems displaying the line breaks in some file types.)

If someone holds your hand during installation you're only going to want even more help installing plugins etc, every over host here has managed to install their own forum software themselves, I'm sure you can manage it alone.

vBulletin have extremely comprehensive documentation, take the time to read it, they didn't write it for shits and giggles.

You don't understand how to open up config.php in notepad? You gotta be shitting me.

There is a file called config.php or config.php.new or something like that in the includes folder just rename it to config.php then right click and go to open as and select notepad,

Then put in your db details and it should work,

Also what part are you actually stuck on?
