vB AdminCP ==> Forums & Moderators ==> Forum Manager ==> select forum ==> code the image html into the "Description" formfield. Something like such:

<div>Forum description goes here...</div>
<div><a href="link.html" target="_blank"><img src="imagename.gif" alt="" border="0" /></a></div>
