help about fileserve

Dear friends, I have a premium fileserve account. when i start a downloading files speed is very good up to 900KB/s
but the file went to 90% downloads then speed is very low 20KB/s please reply me whats the metters.

and second tell me how to remote upload fileserve to fileserve

I think it is because of number of connections that will be reduced on download ending.
