Fake web paypal ?

I received this on my spam mailbox.

Dear PayPal customer,

We recently noticed one or more attempts to log in to your PayPal account, from a foreign IP address. If you recently accessed your service while traveling, the unusual log in attempts may have been initiated by you.

However, if you are the rightful holder of the account, please confirm your information.

If this is not completed by December 28, we will be forced to suspend your account indefinitely, as it November have been used for fraudulent purposes. We thank you for your cooperation in this problem.

If you click on the logo it brings you to paypal.com, it's obviously fake.
