NO WORDPRESS ETC.

first step is a working website with simple design:

latest script languages (HTML5,CSS,PHP etc.)
responsive webdesign
user registration with invitecode
advanced Adminpanel
User/Group Management

htaccess

For custom CMS you need to prefer Joomla CMS which gives you wide area of extension and plugins which you can integrate with your website.
 
Listen, joomla is not a custom,,,, it's ready made ok???

Just curious! Why must your CMS be custom developed?

It is much simpler, less time, less cost and best to develop a custom CMS on a proven framework such as WordPress, in its basic state. It has all the possible functions to use for every possible output you can imagine. If your concern is vulnerability, the core is very secure, it's the third party extensions that usually cause malicious access.

Advantages of building on a proven framework
1. Great developers are continually updating the core framework. A custom CMS will require long term dependency on the developer and you are screwed if he dies or unavailable.
2. Custom extension development is very simple, and developer documents are very intuitive.
3. The framework is secure.
