Hiring convert Vb skin to IPB 3.14 skin

is there any 1 possibly available to convert a vbulletin skin to IPB skin, the skin in question is this,

Ambient Lighting V2
*edit, just googled it and it would seem there is a newer 4.1.3 version

if possible i would like it converted to IPB 3.1.4,
