Buying Canadian Traffic - With Low Bounce Rates

Hi Everyone, I am looking to buy Canadian only traffic (CPC preferably) with low bounce rates (I need some traffic that will go through some pages at least).

I have a $50 - $100 budget to be spent testing but my timelines are rapid, so I need the test in place within 2 - 4 days max to run 1 - 2 weeks.

Please let me know if you have something that works.

Clean traffic if possible. Anything that will result in a low bounce rate though mainly.
