It's just text decoration, "strikeout".

Go and edit "Banned" usergroup, and enter this in html markup:

<span style="color:#808080;font-weight:bold;text-decoration:*strikeout;">

(Don't include the * , smiley is fucking the code so I've added the * )
In the second block write:

</span>

That should work.
