Stupid quesiton IMO. You answer your question yourself.
Warez = offering stuff for free that you normally have to pay for
Freeware = free to download so why would it be considered as warez?

so NO free wallpapers aren't considered as warez

Some wallpapers that you have to pay for from grfx sites or anything like this, then yes it would be warez imo

Yea any commercial/premium wallpaper would be considered "warez." And yes there are many commercial wallpapers out there.

Yes all the wallpapers which you have to pay for to use are consindered as warez if you are giving them for free.
