About closing Video Affiliate Programs

I just wanted to ask about closing the affiliates programs of videohosts is that because of the DMCA Notices? or in other meaning what's the mean issue that forces all the video hosts to close their affiliates programs?

video hosting takes alot of bw and also high end cpu is needed for video convertion and its costly
