I have my blog on Google's blogger platform and tomorrow I tested my site on Google pagespeed tool. It's asking me to Reduce my server response time but my blog is on Google server. Why in this world the response time is more and what can I do for it?

A lot of websites have implemented this feature. For example when we save hongkiat[dot]com on homescreen it contains its own icon and splash. How can I do the same with my website?
