There are gypsies that live in Romania, but not the same. I have worked with many Romanians and they are a great bunch of guys. Very intelligent and hard working. The country is home to a few hackers as well :) The women can be uber hot as someone mentioned.

Depends what you are looking for. All countries have pros and cons. You need to find the one where you are most comfortable and suits your lifestyle.

Probably a bit late to help on this but maybe for others. Is this between the two data centers or from your location? Have you tried uploading from different locations to test? Have you run trace routes to the server and provided them to the ISP?

Are you planning on leasing servers or colo? If lease, I would suggest two different geographic locations in the US. One on the East Coast and one West Coast. It will make you appear larger, provide more options for your customers, and provide redundancy for your services if you setup correctly...
