They should make both, it'd be better for their marketing if they can offer the users whichever they want. Windows is still new and it still has a chance to bust. I wouldn't focus my entire development on one operating system.
I like XEN because the memory and some other resources are dedicated instead of shared. Plus it supports Windows operating systems. OpenVZ is good and easy to use but it's limited to Linux.
