I think it could be interesting, at least in this early stage, for users from countries where there isn't much content uploaded on your hoster yet.
Actually Netload has a basic revenue (lower rank) for uploaders of 0.5c per GB, that's half what they get from downloaders in nearly worst case scenario (user downloading 24h/24h with an "ordinary" speed connection), this seems sustainable for them because AFAIK they have always paid their bill...
Your model of business is different and not comparable to (all ?) other hosters.
Just for example: a premium user can download 600GB in 15 days from Netload even with a rather slow connection (7Mbit), paying 0,4$ per day (monthly subscription), that is 6$ per 600GB or 1c per GB.

A very innovative system but 10c per GB is too expensive for downloaders, they can download as premium users from other hosters at 1/10th that price or even less.
IMO 2c per GB shared 50/50% with the uploader might be a competitive price.
However very interesting for people who want sell...
Do you charge the fee when the download starts or when it is successfully completed?
If the case is the first one I suppose downloader lose his money if he can't complete because connection fails and he gets a different IP.
Does your points system affiliate programme (10000 points -> 1 month premium) counts only 1 IP/24h like PPD plan or 1IP/24 x file (ex. download of two different files from same IP counts 2 points) ?
