I have broadband. when I initially open filesonic.com its showing the correct IP and after I refresh the page its showing the different IP

My personel Home IP...its showing 2 different IPs at different times

Reason code: 9999 Hi, I am unable to use filesonic I am getting message "We have detected some suspicious behaviour coming from your IP address (xxxxxxxxxxxxxx) and have been temporarily blocked." Please Help.
