If you ping www.yourdomain.com does it go to your hosting company's IP?
If it does, then DNS propagation is done. Its then possibly one of the following:
1. Your ISP (DSL provider of whatever) is using caching and the cache has not expired
2. There is a misconfiguration at your hosting...
Pingdom have a page speed tester at http://tools.pingdom.com/
Stick your URL into that page and you'll see whats causing the performance problem. Once you know that then you can tackle it.
If its large graphics, crunch them; if its the PHP then look at using EAccelerator or even something like...
You can check your DNS over at Pingdom http://tools.pingdom.com/ click on the DNS tab. Check the nameserver IPs are the same as the one your ISP advised you to use
