Have you considered FileKeen? They do not have any tiers so you get a flat rate for all countries.

Taken from their official site: "We count every download even premium downloads. For Premium, we count one unique download from an unique IP every 240 minutes." Based on this, I would say that they count every download by free users, but only 1 download per 4 hours by premium users.

Agreed. Anyone using Uploading needs to switch to a better file host. Even at "Ultra" rank, you're not getting much compared to other file hosts especially if you're uploading large files (500MB+) and they count downloads from only 40 countries.
