I believe you can, though if the payment is a substantial amount, they may require the unverified user to provide documents to verify his account to proceed with the payment.

Alertpay, Plimus, Google Checkout and Moneybrookers. All are great payment methods. I recently came across Plimus, it takes PayPal payments, but it's more like a 2checkout account.
