If you need USDT, the lowest fees are achieved by withdrawing funds to Payeer, exchanging fiat for USDT on Payeer, and sending it to your wallet via the Arbitrum One network. In my case I sent it to a Binance wallet. The total fees for all steps were under $1 (about $0.60).
