It looks like they only count one download per IP address. Not repeated downloads of the same file - just downloads in general. Because in my reports for today there are downloads of two different files from the same IP, but I was paid for only one file. The other is shown as MAX24_REACHED...

Payeer is not the same as Payoneer. Payeer and Binance are useful because there are no fees for transferring fiat (Payeer) or crypto (Binance).
